And that's the point, isn't it? A villain doesn't always need to be 2deep4u in order to be compelling. I can only speak for myself of course, but I was entertained.
Without her scheming and detestable actions, the narrative would have suffered. But through it all she remained a villain people loved to hate. She had no reason left to live, and was clearly in denial about everything that unfolded. She gambled big time and eventually lost everything that she had been working towards her entire life. Unlike Ultima, who is above all of this, she doesn't have plot armour. Because she doesn't have any special powers. It's frustrating to see how she keeps getting her way. Like Clive pointed out, she didn't even look out the window. Just like Ultima, she too is self-absorbed. She provides a good contrast to the more otherworldly threat of Ultima, whose actions make much less sense in the grand scheme of things. She has power and influence, and uses it to get further ahead. Not uncommon throughout European history.
She is your typical white imperialist who cares about preserving her "blue blood", but also power hungry.
She is closer to Argath from Final Fantasy Tactics.
